Food were being served at a community event that was for promoting awareness of emergency responses in case of a large scale disaster, such as serious earthquake, Tsunami. Serving a large amount of food is also a practice (as well as an incentive for people to participate). Volunteers served food to thousands of people after Kobe earthquake and Fukusima earthquake.
